Epworth Park is a collection of individually owned cottages, governed collectively by the Epworth Park Cottage Owners Association (EPCOA) and its board of directors. The cottages, some dating back to the early part of the 20th century, are privately owned and all owners must abide by the rules and regulations of the park.
While the negotiation of the sale of a cottage is handled by the cottage owner, current owners must have all annual assessments paid and new potential cottage owners must complete and have approved an application for purchase BEFORE the transaction is closed. New owners will be required to sign a copy of the Code of Regulations (By-laws) at closing.
Assessments are an annual fee (similar to home owners association fees) paid by each cottage owner that cover their cottage's water and sewer fees, as well as trash collection, park landscaping and maintenance, Wi-Fi in the common cottage, and real estate taxes. Cottage owners are responsible for all other cottage-related utilities (electricity, gas, cable, etc).
Some of the most commonly asked questions about Epworth Cottage ownership:
- Is there an "HOA-style" assessment charged on a regular basis and, if so, what does it cover?
- The Cottage Owners Association assessment is levied annually and depends on the square footage of the cottage (e.g. Cottage #49 was $1,350 last year), and includes property taxes, water, sewage, track collection, and lawn service.
- So, what does the assessment not cover?
- Electricity, Natural Gas (if plumbed for your cottage), and Internet/Cable.
- Are these four-season cottages?
- There are a few but the majority are not and all are limited by the next question/answer.
- Can I live in my cottage during the winter?
- Yes, but uncomfortably because the water in the park is turned off from November through March. The water supply lines are not buried deep enough prevent freezing.
- Can I rent my cottage out directly, or via AirBnB or Verbo?
- No. That is explicitly not allowed by the Use Restrictions in the By-laws of the park.
- Are alcoholic beverages permitted in the park?
- In public areas, no, but can be permitted only by special permission of the board. There are no limitations in cottages or cottage porches.
